Energy and Fuel Subsidy: Checklist
Name: [Your name]. Electricity and gas relief depend on what you use. Only the fuel scheme takes an application.
1. What you need
☐ CNIC and a mobile SIM in your own name.
☐ Your last 6 electricity bills, with the 14-digit reference number.
☐ Your gas bills for November to February.
☐ Fuel: vehicle number, province, and the vehicle’s registration date.
2. The form
– Electricity and gas: no application form for the Protected status. It follows your use.
– Fuel: the PM’s Fuel Relief Scheme, by SMS. Rs100 off a litre for motorcycles, rickshaws and cars up to 800cc.
3. Your application
– Protected electricity: non-ToU home use, up to 200 units every month for 6 months in a row.
– Lifeline: single phase up to 1 kW, and no more than 100 units in the last 12 months and this month.
– QR on your bill: scan it from the paper bill, then enter CNIC, mobile number and OTP.
– Gas Protected: average use from November to February of no more than 0.9 hm³.
– Fuel: SMS to 9771: REG, then CNIC, vehicle number, first letter of your province, registration date as DDMMYYYY. Before you fill up, SMS TOK to 9771 and give the token number at the pump.
4. Where to file
– Wrong electricity bill or tariff: your DISCO on 118, SMS 8118, or PITC CCMS. Then NEPRA.
– Gas: complain to SNGPL or SSGC.
– Fuel: call 9771.
5. Time limits
– NEPRA’s manual gives 7 days for a reading or billing error and 30 days for a tariff change.
– Fuel tokens: Rs500 once a week, four a month, for bikes and rickshaws. 10 litres every 10 days, three a month, for cars. We found no end date. Latest official report: 9 October 2026.
– We found no deadline for QR registration.
6. Keep it and renew
– Keep the confirmation screen and the bills.
– Use only the QR on your own bill, and do not enter your CNIC on unknown sites. Never share an OTP.
– BISP (8171) is cash help, not an energy subsidy.
