Grounds of appeal
The alleged contravention did not occur (regulation 5(4)(a) of the Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (England) Regulations 2022). The vehicle recorded by the council was not my vehicle. It was carrying a copy of my registration mark.
In the alternative, there are compelling reasons to cancel the penalty charge (regulation 5(2)(b)(ii)): I am the victim of number plate cloning and have reported it.
